When receiving a push notification on Android, the foreground param is always set to true.
I've read the thread at https://issues.jboss.org/browse/AGPUSH-517 ; but still can't make sense of when with this scenario the flag would be false.
IMHO there is a need to be able to know whether the notification has been received when the user has the app open or if he has clicked the notification link in the tray (in which case one could route the app to a particular screen for example).
It seems this is actually the behavior on iOS : when I click the notification from the tray, I have foreground set to false.
